The Netherlands has very different scuba options depending on whether you dive in the European part or the Dutch Caribbean. In the North Atlantic/nearby seas (especially the North Sea and the English Channel), diving is mainly cold-water shore and wreck diving, with visibility that can vary a lot by season and current. Inland, freshwater diving is possible in selected lakes and quarry-like sites, but conditions are typically colder and visibility depends heavily on time of year and local water conditions. For warm-water diving, the Dutch Caribbean is the standout: Bonaire (around Kralendijk) is known for clear, relatively calm saltwater and reef diving with easy access from shore, making it a popular choice for different certification levels.
