Romania is not a classic scuba-diving destination, but it can still work well for divers who want Black Sea access and a more local experience. Most diving is based along the coast near Constanța and the Mangalia area, where you’ll typically find cold-to-temperate water, variable visibility, and many dives that are more about sheltered conditions and exploring local sites than about tropical reefs. The Black Sea offers wrecks, artificial structures, and rocky spots, and it’s common to do shore entries or short boat trips from coastal points. Marine life is present, but seasons and water conditions strongly affect what you’ll see. Expect that scheduling and diving windows matter more than the overall “wow factor”. Freshwater options exist in lakes inland, but they’re usually more niche and less standardized than the coastal Black Sea diving.
