Divers typically base around the Bay of Kotor area (including Herceg Novi) and the Budva coast, where the shoreline drops into deeper water relatively close to land. Expect saltwater dives in a mix of rocky coastlines, walls and natural underwater structures, with conditions that can vary by wind and season—visibility often improves on calmer days. Water temperatures are warm in summer and noticeably cooler in winter, so most operators concentrate activity from late spring to early autumn. In-water life and dive types are generally more “coastal” than “tropical,” and you’ll usually plan around short boat trips or easy access sites depending on the day’s sea state.
